How to come up with that spec was the job of the TEI in Libraries to point out the three specs that were used: CDL, UVA, UMich. Perry's job was to review those three specs and find the commonalities. Fall of 2006 was when Perry did that work and it was submitted to the TEI and it came into the fold.
