From http://www.exchangerxml.com/editor/ : "The Exchanger XML Editor is available for a free, 30-day evaluation period. The evaluation software is fully functional and technical support is available during the evaluation period."
A Lite version of the editor is available for free from http://www.freexmleditor.com/
Additional notes
It has problems with newer releases of Java SDK/JRE. Support and the user community are almost completely dead. The light version is a nice-looking free editor with lots of features and – as Java moves on, leaving Exchanger behind – a growing number of quirks. Use at your own risk and backup often.
A patch for the debugger (see the relevant forum thread) is available at http://www.cladonia.com/patch/ (dated 05 Dec 2006).
Use it to overwrite xngr-editor.jar in the installation directory.
